Overview

The HRC mapper is a structured database that maps existing Human Rights Council initiatives, as mandated by Human Rights Council PRST OS/18/1.

Purpose: Assisting delegations in avoiding duplication, overlapping and redundancies, while working to enhance the effectiveness of the Council's work.

Parameter Overview

The HRC mapper uses 27 mapped parameters to systematically categorize and analyze Human Rights Council documents, activities, and mechanisms. Some parameters are temporarily hidden in the database pending data validation.

Document Identification

Functional Title

Short descriptive title of the adopted text or report. Recurring resolutions will have the same functional titles.

Full Title

Official full title of the adopted text or report.

Symbol

UN symbol of the adopted text or report.

Web URL

Web link to the adopted text or report on the UN Official Document System (ODS).

Document Classification

Linked Documents

UN texts cited in the adopted text or report.

Session

HRC session in which the text was adopted or the report submitted.

Type

Type of official UN document. Either a resolution, decision, PRST or report.

Country Concerned

State or observer that the UN document is addressing.

Theme

Topic or theme in the adopted text or report drawing from the title and text of the document. Themes are classified from a taxonomy based on the OHCHR Universal Human Rights Index.

Estimate of when a recurring resolution is likely to next be tabled. Based on periodicity and mandate expiration. Note: Estimates are based on precedent only.

If applicable, name of the mechanism that is expiring associated with projected resolution

Mandated Activities

Operative text

Operative paragraphs of adopted text that contains Council-mandated activities. Only includes activities that have resource implications. Does not include other mandates such as changes to working methods or the selection of a theme or topic for an existing mandate.

Broad category of each mandated activity in the operative paragraphs of adopted texts. Numbering corresponds to activities found in the numbering in the operative text column.

Activity Sub-type

Specific format or type of the associated mandated activity.

Activity Frequency

The frequency of the mandated activity, whether specified in the text or based on practice.

Activity delivery session

The period or Council session when the mandated activity has or will be delivered. Based on precedent when not specified.

Mechanism or entity responsible for organizing or delivering the mandated activity.

Delegation(s) that tabled the adopted text or led negotiations. Based on Secretariat information at the time of tabling. Note: some data yet be collected
